Digital PR for SEO works because editorial links are given freely by people who liked your story, which is what search engines treat as a real vote. That makes digital PR link building the safest way to earn authority at scale, provided nothing is paid for or traded.
Google is specific about the line. Its spam policies list, among examples of link spam, “links with optimized anchor text in articles, guest posts, or press releases distributed on other sites”, as well as paid links that pass ranking credit.
